Yes. The Department of Social Protection issues the PSC free of charge. First-time issuance, renewal, and replacement of a lost, stolen or damaged card are all free.
Do I need a PSC to apply for an Irish passport? +
No — not anymore. Following the 2019 Data Protection Commission ruling, the PSC is no longer mandatory for first-time adult passport applications. You can use an alternative original government-issued photo ID (e.g. a foreign passport or a certified copy of your driving licence). A PSC still speeds up online processing through Passport Online.
What is SAFE 2 registration? +
SAFE (Standard Authentication Framework Environment) Level 2 is the face-to-face identity verification standard the Department of Social Protection uses. It involves checking your ID documents and proof of address, capturing your photo and signature, and recording biometric data. PSC vs MyGovID — what is the difference? +
The PSC is the physical photo ID card. MyGovID is the online identity used to log in to government services such as MyWelfare, Revenue, and the NDLS driving licence portal. A "verified" MyGovID account is linked to your PSC — you need a PSC (SAFE 2 verified) to upgrade a basic MyGovID to verified, which unlocks the full set of online services.
How long does it take to get a PSC in Ireland? +

How long is the PSC valid? +
Cards issued from November 2018 onwards are valid for 10 years. Older PSCs were valid for 7 years. Some cards renewed urgently during the COVID-19 emergency are valid for 3 years. The Department of Social Protection writes to you about 90 days before expiry; renewal is free.
Is the PSC compulsory in Ireland? +
No, the PSC is not compulsory as a general national ID. Following the 2019 Data Protection Commission investigation, the DPC found there is no legal basis to require a PSC for anything other than Department of Social Protection welfare payments and benefits. However, it remains required (or strongly preferred) for the Free Travel scheme — and from 1 March 2026, paper Free Travel passes are no longer valid, so a Free Travel PSC is needed to access that scheme. Many other services accept alternative ID such as a passport plus proof of address.

Contact the Public Services Card Helpdesk on 0818 837 000 to report it lost or stolen. A replacement card is issued free of charge — you may need a brief re-verification depending on circumstances.
