Mexico Driving Licence Photo Requirements (Licencia de Conducir) 2026

The Mexican driving licence (licencia de conducir) is issued by individual state offices (SEMOVI in CDMX, equivalent agencies in other states). Most state offices capture the biometric photo on-site at your appointment along with the medical/blood-type test. Some states still accept a printed 35×45 mm "tamaño infantil" photo — same format as the Mexican passport and INE.
