You may choose any state and municipality, regardless of where you live, but your address on the credencial must match the comprobante de domicilio you bring. From abroad: schedule a consular appointment via https://miconsulado.sre.gob.mx at the Mexican consulate or embassy serving your circumscripción consular. The consulate acts as the receiving office; the INE produces and ships the credencial. The INE credencial is completely FREE in every variant — there is no fee, ever, for first-time issuance, renewal, replacement after loss or theft, address update, or for Mexicans abroad. INE has stated publicly and repeatedly throughout 2026 that the trámite is "gratuito y personal" and that anyone charging money to "manage" or "guarantee" an appointment is committing fraud, punishable under electoral law. The photo capture at the módulo is included. For Mexicans abroad, the INE pays the international courier fee to deliver the physical card to the address you registered. The only legitimate cost you might incur is collateral: parking, transport to the módulo or consulate, and obtaining supporting documents (a certified copy of a Mexican acta de nacimiento costs MXN 90–290 depending on the Registro Civil, and any apostilles or translations for documents issued abroad).

The on-site appointment itself takes 30–45 minutes (CURP verification, photo capture, fingerprints, iris scan, signature). Card production at the INE central facility plus shipment back to the same módulo takes 5–30 calendar days; the exact delivery date is printed on your comprobante. You then pick up the physical card at the same módulo where you applied — bring the comprobante and ID. The INE holds the card for up to 2 years before it is destroyed.
