The NRIC is issued automatically to (a) Singapore citizens at birth and (b) Permanent Residents on grant of PR status. Foreigners cannot apply for an NRIC directly — they must first obtain Singapore Permanent Residence. PR applications: online via the e-PR system inside the myICA portal at ica.gov.sg using SingPass (or ICA-issued credentials for those without SingPass). NRIC matters (collection of first NRIC for new PRs, re-registration at age 30 / 55, and lost/damaged replacements): ICA Building, 10 Kallang Road, Singapore — by appointment via myICA. NRIC re-registration can also be collected at selected SingPost outlets for a S$6 service fee. GIP applications go via the Singapore Economic Development Board (EDB), not ICA.
