France Residence Permit (Titre de séjour) требования 2026

Non-EU/EEA/Swiss nationals planning to stay in France for more than 90 days — for work, study, family reunification, self-employment, talent passport, or after a long-stay visa (VLS-TS). EU citizens do not need a titre de séjour. Most applications now go through the ANEF portal (Administration Numérique pour les Étrangers en France); some categories still require a préfecture appointment. The loi du 26 janvier 2024 created a "métiers en tension" pathway (one-year salarié/travailleur temporaire card for shortage occupations, valid until 31 December 2026) and reshaped the talent passport into a new "carte talent" family. Since 1 January 2026, the multi-year card (pluriannuelle) requires A2 oral and written French plus a passing score on a national civic exam; the 10-year carte de résident requires B1 French and the civic exam.

Most first applications and renewals are filed on the ANEF portal (administration-etrangers-en-france.interieur.gouv.fr). Categories not yet dematerialised (some passeport talent variants, certain humanitarian cases) still require a rendez-vous at the local préfecture or sous-préfecture of your département. Holders of a long-stay visa (VLS-TS) validate it on ANEF within 3 months of arrival rather than applying for a separate card.

Since 1 May 2026, the standard fiscal stamp (timbre fiscal) for first issuance of a carte de séjour or carte de résident is €350 — €300 in taxe plus €50 droit de timbre, up from €225 before the increase. A reduced rate of €150 (€100 taxe + €50 droit) applies to students, beneficiaries of family reunification (regroupement familial), seasonal workers, jobseekers, and a few protected categories. Renewals are €250 standard. Validation of a long-stay visa (VLS-TS) via the ANEF portal costs €300 (or €100 reduced for students). The stamp is purchased online at timbres.impots.gouv.fr or at any tobacconist (buraliste) and paid directly inside the ANEF flow when the préfecture issues the card.

Heavily dependent on the département. Province préfectures average 1–4 months; Paris is typically 3–6 months; Seine-Saint-Denis (93) and other Île-de-France préfectures can reach 8 months or more. After biometrics are captured, the physical card is produced and notified within roughly 21 days. An implicit refusal (refus implicite) arises after 4 months of administrative silence, opening a recours hiérarchique or recours contentieux at the tribunal administratif.

How much does a titre de séjour cost in 2026? +

Since 1 May 2026, a first carte de séjour costs €350 in fiscal stamps (€300 taxe + €50 droit de timbre), up from €225. The reduced rate is €150 for students, family-reunification beneficiaries, seasonal workers and jobseekers. Renewals are €250 standard. The 10-year carte de résident first issuance is also €350. How long does it take to get a titre de séjour? +

Realistically 2 to 8 months end-to-end, depending entirely on your préfecture. Province préfectures average 1–4 months; Paris is typically 3–6 months; Seine-Saint-Denis and other Île-de-France départements can stretch to 8 months or more. After your biometric appointment, the physical card is produced and ready to collect in about 21 days.

How do I renew my carte de séjour? +

File the renewal on the ANEF portal between 2 and 4 months before expiry. You upload your photo, supporting documents and the €250 timbre fiscal. While the request is being processed you receive a récépissé that maintains your right to live and (usually) work in France, valid for 3–6 months and renewable as many times as needed until the decision is taken.

What is the difference between a carte de séjour and a carte de résident? +

A carte de séjour temporaire (CST) is valid for up to 1 year and tied to a purpose (student, work, family). The carte de séjour pluriannuelle (CSP) is multi-year — typically 2 or 4 years — issued after one CST renewal. The carte de résident is the 10-year permanent permit, granted after 5 years of regular residence and, since 1 January 2026, requiring B1 French and a passing score on the civic exam. The carte de résident permanent (no expiry) can follow after one 10-year cycle.

How does the ANEF online application work? +

ANEF (Administration Numérique pour les Étrangers en France) at administration-etrangers-en-france.interieur.gouv.fr is the official portal for most carte de séjour requests, VLS-TS validation, naturalisation and travel-document applications. You create an account, upload scans of your documents and biometric photo, pay the timbre fiscal online and track the file in real time. For procedures handled on ANEF you no longer book a préfecture appointment for the initial filing — only for biometrics.

What is a récépissé and what rights does it give me? +

A récépissé de demande de titre de séjour is the provisional certificate issued while your application or renewal is being processed. First-application récépissés last 4–6 months; renewal récépissés are typically 3 months and can be renewed without limit until a decision is reached. A renewal récépissé carries the mention "autorise son titulaire à travailler" and lets you keep your job legally.

What if my application is refused? +

You have 2 months from notification (or from the 4-month implicit refusal date) to file a recours gracieux with the préfet, a recours hiérarchique with the Ministre de l'Intérieur, or a recours contentieux at the tribunal administratif. A refusal accompanied by an OQTF (obligation de quitter le territoire français) must be challenged within tighter deadlines — typically 15 or 30 days — and consulting an avocat spécialisé en droit des étrangers is strongly recommended.

Do I need to validate my long-stay visa with OFII? +

If you arrived with a VLS-TS (visa de long séjour valant titre de séjour), yes — you must validate it on the ANEF portal within 3 months of arrival and pay the €300 taxe (€100 reduced for students). The validation gives the visa the legal effect of a one-year titre de séjour. There is no longer a physical OFII appointment for the validation itself, though OFII still convenes new arrivals for the Contrat d'Intégration Républicaine (CIR), the medical visit and language assessment.
