The photo on your Indonesian e-KTP is captured on-site during the recording session (perekaman) at the Dukcapil / Disdukcapil office, so you cannot make or upload it yourself. The KTP background color is set by your birth year: red for an odd birth year, blue for an even birth year, and orange for foreign nationals. For photos you do make yourself (jobs, school, visa, SKCK), create a pas foto in the required size and background color instead.
